With reference to your letter of the 14th December, 1928, No.52802/28 on the subject of the repayment to the Government of Hong Kong of the amounts of the military contributions over advanced in respect of the Army Financial Years 1917/18 and 1918/19, I am commanded by the Army Council to state that they note that the Legislative Council of the Colony, having considered the representations contained in War Office letter of above number dated December 6th, 1927, still of opinion that the overadvances should be repaid. In these circumstances the Council are prepared to abate the overadvances forthwith from the instalments of contribution currently payable.

These over advances, made in dollars, were described in sterling at the time when the adjustments, due in respect of the military contributions for the financial years 1917/18 and 1918/19, were reported to the Colonial Office in War Office letter No.10/3231 (F.1) of September 28th, 1921, and it has been convenient in the subsequent correspondence on this question to continue so to refer to the total overpayment.

The military contribution of the Colony, however, is made, in accordance with the provisions of the Colonial Ordinance, by means of payments representing a percentage of the Colonial Revenue, and all adjustments are correspondingly effected locally in dollars.

The Council propose to follow this normal practice, in accordance with which the adjustment of the over advances in question will be carried out locally /between
